Signals reads the forces shaping them. It follows change across research, policy, markets, technology, projects, publications, cultural production, public language, and documented behavior, and connects independent streams when evidence indicates a shared movement.
Both instruments write into the same model. Atlas sends place objects, measurements, and spatial relationships. Signals sends claims, events, concepts, and temporal relationships. The record accumulates.

A change record establishes what changed, the current and previous values, the period being compared, the geography or population concerned, the evidence supporting the claim, and the coverage of that evidence.
Terms such as growth, contraction, acceleration, decline, concentration, and dispersion are used only when the underlying change is measurable or explicitly documented.
The model searches across fields and time.
WorldFrame identifies repeated relationships between different forms of evidence, sequences appearing across several places, contradictions between stated narratives and observed conditions, and movements passing from attention into capital, institutions, or physical development.
